Indiana Center for Evaluation

The Mission of the Indiana Center for Evaluation is to provide clients and relevant stakeholders with information that helps them make effective program and policy decisions.

Neutral, ongoing, comprehensive program evaluation, designed to provide frequent and constructive feedback to improve program effectiveness is what the Indiana Center for Evaluation does. It starts with a staff who knows and is experienced in the use of a variety of evaluation approaches and methodologies. They establish a professional relationship with clients, understand what the client needs from an evaluation, and often help the client define those needs more clearly. The Center's network of academic and professional experts in a wide variety of fields enables staff to develop collaborative partnerships to evaluate programs across a broad spectrum of topics. Local, national, and international data collection challenges are addressed by using the right people and technologies. Finally, the Center's approach to evaluation provides feedback during the life of the program, enabling clients to use the findings to understand and continually improve their program's effectiveness and impact.

The Center is interested in working with programs that promise real impact and improvement, either locally or worldwide, in education, the lives of children, and communities.

Meet Our Representatives:

Kim K. Metcalf, Ph.D., Director

Dr. Metcalf is devoted to the operation of the Center and the advancement of the field of program evaluation. As an Associate Professor of Curriculum and Instruction in the Indiana University School of Education, he also instructs graduate-level courses, contributes to publications, and offers presentations related to evaluation.

Kim has developed a national reputation and respect for his objective evaluation work in the highly contentious area of school choice. This has been furthered by his direction of the evaluation of the Cleveland Scholarship (Voucher) and Tutoring Grant program. Evaluation methodology and project management are the areas of his personal expertise. Kim is a former president of the Midwest Educational Research Association. He holds degrees from Ball State University (B.S.) and the Ohio State University (M.S. & Ph.D.).

C. Jeffrey De Witt, Marketing/Outreach Coordinator

Mr. De Witt works with clients and prospective clients to discover how their needs for objective program evaluation can be met by the Center. He supports the development of partnerships between clients and the Center, and works with the Director and Research Associates to assure the satisfactory delivery of the Center's services.

With broad experience in organizational marketing, planning, and management, Jeff understands the importance of objective program evaluation for clients making critical decisions about their direction and resources. Prior to joining the Center, he spent more than 20-years forming, reforming, and managing national and international non-profit organizations. He holds a degree from Ball State University (B.S.).
